Public Service Agreement (PSA) 1 target
In March 2005, all crime and disorder reduction partnerships in England and Wales were instructed to set crime reduction targets for their area at a minimum of 15% for all British crime survey comparator crimes, over the following 3 years.
In consultation with Government Office for the North West, Blackpool has agreed a 16% reduction target using crime figures from 2003/4 as the baseline.
The following crimes have been identified as British Crime Survey Comparator crimes
Domestic Burglary
Theft of, or unauthorised taking of a vehicle
Theft from a vehicle
Vehicle interference
Theft of a cycle
Theft from the person
All wounding
Common Assault
Robbery of personal property
Criminal Damage including Arson.
Performance
The chart below displays figures for BCS Comparator Crime, and runs from the end of the baseline year (2003/04) through to the end of the target delivery year (2007/08). Thus, the entire period within which the BCS Comparator Crime targets are to be delivered is visible simultaneously.
The solid purple line represents the changing value of the twelve-month rolling total. In an ideal world, this line would remain fairly close to the black dotted line i.e. the results achieved would be a reasonable match for the calculated track. However, as can be seen, crime increased between the baseline year and the start of the delivery years, meaning in real terms, a 17.7% reduction.
In year 1, crime reduced by 5.3% against the baseline figure but in year 2 there was a slight rise in crime leaving a 12.1% reduction in year 3 to reach the set target.
So far, in this final year, crime has taken a downward turn, showing reductions of over 20%, which, if maintained throughout the year, will mean that the year end target will be met.
