Developing Drug Treatment 

In 2001-2002 Blackpool had just 863 people in drug treatment and a wait of over a year to get into prescribed treatment. We also offer a minimal range of treatment services.

By 2007-2008 we had over 1500 people in treatment, and an average wait for prescribed treatment of 3 weeks. We also now have a much wider range of services appropriate to the different needs of our service users including improved access to prescribed treatment, easier availability of inpatient detoxification and residential rehabilitation and greater capacity to support abstinent or drug free clients in the community. The Adult Treatment Plan

Is developed and implemented annually.It outlines our assessment of local need, existing capacity and new developments for the future.

 

The treatment plan comes in three parts:

Each year our Treatment Plan has to be approved by the National Treatment Agency, who oversee developments in drug treatment and the implementation of the National Drug Strategy, to see what they think of this years plan, click here.

Improving Substance Misuse Services

 

Because drug treatment is provided by a network of services, commissioned by local partnerships of statutory agencies within a particular locality, there can be variation in the quality and availability of care in different areas.

 

Therefore, In 2005, the National Treatment Agency for Substance Misuse (NTA), in partnership with the Healthcare Commission, embarked on a joint three-year programme of annual service reviews as part of an initiative to enhance the quality, consistency and effectiveness of drug treatment.

 

Reviews provide a benchmark of the quality of drug treatment and information on areas of weakness, against which improvement can be planned.

 

Areas are rated on a four point scale as follows:

 

  1. Weak
  2. Fair
  3. Good
  4. Excellent

Blackpool scored 2 or fair overall, as did 71% of areas nationally.

 

Blackpool scored 4 or  Excellent overall and was rated 26th out of 149 partnerships

Client Focus

This partnership has evaluated the service user treatment journey and has agreed to prioritise the retention in treatment for long enough to impact on the behaviour. Service does focus on the specific of individual treatment journeys to deliver where appropriate drug free clients. All providers ensure that clients have an agreed care plan, which identifies their needs; and a programme of action to deliver the treatment goals, and promote progression through the system for all individuals, including support for positive lifestyles such as access to stable accommodation, education, training and employment.

Models of Care

In Blackpool this client focus has shaped the development of Models of Care, which aims to ensure proper care co-ordination among our treatment agencies. All paperwork is streamlined and assessments and care plans are updated as the client moves through the treatment system, rather than the client having to go through the whole process time and time again. Our care pathways have been developed to ensure clarity for service users and workers alike to make sure the clients journey through the treatment is as smooth as possible. Care pathways have been developed to enable clear access to drug services, support services, harm reduction services and to clarify the pathway between criminal justice services and mainstream services and for young peoples' transition to adult services.

First developed some years ago additional pathways have been added as new service have come on stream. We have also revised the original assessment forms. Mulitple forms have been combined in one form that follows the client through their contact with services.
